Ordinance No. BBE-03 Series of 2013
DECLARING RUBEN EDERA ECLEO, SR. AS LOCAL HERO OF THE PROVINCE OF DINAGAT ISLANDS AND FOR OTHER PURPOSES
WHEREAS, Republic Act 9355, the law creating the Province of Dinagat islands and authored by then Congresswoman Glenda B. Ecleo, the present provincial governor this province was affirmed by the Supreme Court to be valid and constitutional last October 24, 2012;
WHEREAS, the Municipality of Dinagat where Ruben, Sr. had been a mayor in the past, has fully endorsed for him to be declared a local hero this province through Resolution No. 055-A authored by Hon. Meinrado P. Salarda and seconded by Hon. Nestor G. Jarligo and approved by the Mayor, Hon. Gwendolyn B. Ecleo with the following whereases, to wit:
The former late Mayor Ruben E. Ecleo, Sr. was known to be a good standing leader and undefeated Political Leader during his incumbency as Municipal Mayor;
Mayor Ecleo made so many tangible performance during his term, and being founder of the Philippine Benevolent Missionaries Association, Inc. (PBMA, Inc.) it can be recalled the island of Dinagat comprising seven municipalities and the populace thereat are almost members of PBMA whose main objectives is to promote the spirit of brotherhood, sisterhood and above all the love of country and divine providence;
Mayor Ecleo has contributed a total development not only in the Municipality of Dinagat where he was the Local Chief Executive but in the entire islands of Dinagat wherein people living thereat are majority members of PBMA who possess a solidarity and unified efforts to do good things for public interest;
Being a municipal mayor and supreme president and founder of PBMA, it is his desire and intention to look into the welfare and benefit of his people in the delivery of basic services all over the islands of Dinagat;
Stories revealed that former Mayor Ruben Edera Ecleo, Sr. in his dreams, plans, and programs by making the whole islands of Dinagat into a province separate from Surigao del Norte in order that the islands of Dinagat will have its own independent government;
During that time he declared the full responsibility to his wife Hon. Glenda B. Ecleo who was the senior Board Member of the Province of Surigao del Norte, until she became a Representative of the First District of Surigao del Norte, whose primary aim is focusing on the realization by making Dinagat Islands into a separate province; and
It can be considered that among those tangible services of former Mayor Ruben Edera Ecleo, Sr., he is then the brain and planner of realizing Dinagat Islands into a Province, and he deserved to be acknowledged by the people of Dinagat islands.
WHEREAS, Ruben Edera Ecleo, Sr. has made the island populated through the influx of the members of PBMA, Inc. coming in from different parts of the country and decided to live in this beautiful island of Dinagat; and
WHEREAS, with the efforts and dream of this humble man for Dinagatnons, Dinagat Islands is now on equal footing to the eighty (80) provinces in the country and a recipient as well of the all the programs and projects with tremendous funding from the national government enabling the province to prosper and develop to the fullest.
WHEREFORE, on joint motion of Hon. Bernardino F. Alcaria, Jr. and Hon. Joslyn I. Ecleo and unanimously seconded be it,
ORDAINED, as it is hereby ordained by the Sangguniang Panlalawigan in regular session assembled, that
Section 1. Title. This ordinance shall be known and cited to as “AN ORDINANCE DECLARING RUBEN EDERA ECLEO, SR. AS LOCAL HERO OF THE PROVINCE OF DINAGAT ISLANDS” AND FOR OTHER PURPOSES.
Section 2. Declaration of Policy. It is the policy of the provincial government of Dinagat Islands to give due recognition to those who deserve and to give honor to those where credits are due.
Section 3. Definition of Terms. For easy comprehension, the following words as used in this ordinance will be understood as follows, to wit:
Province of Dinagat Islands – composed of forty seven 47 islets with seven (7) municipalities namely: Loreto, Tubajon, Libjo, Basilisa, San Jose, Dinagat, and Cagdianao. There are One Hundred (100) barangays in the province.
Local – of or relating to or characteristics of a particular place: not general or widespread.
Hero – a man honored for his exemplary achievements and noble qualities by Dinagatnons.
Ruben Edera Ecleo, Sr. – the most admired person in Dinagat Islands. The founder of the PBMA, Inc. who has done exemplary deeds and contributions for Dinagat Islands. The undefeated Municipal Mayor of the Municipality of Dinagat for quite so long. He envisioned Dinagat Islands to be a province as indeed it is now.
Ruben Edera Ecleo, Sr. Day – an official memorable and significant day set for celebration which will fall on December 24 each year.
Adlaw sa Pasidungog – means a day for a big event celebration honoring the local hero.
Feast of Don Ruben – a festivity that features the arts, culture, tradition as well as the life and times of the local hero.
Mystical Tour – an activity reminiscing the historical annals of places in relation to the local hero or places that have significance/relevance to his missionary works.
Babayeng Bukid and Lalaking Bukid – a dialect referring to the mystical landmarks, symbolizing Princess Dina and Datu Gat, respectively, where the name of the Province of Dinagat Islands originates. Babayeng Bukid is the female looking mountain found in the Municipality of Tubajon which is known also as Mount Palhi; and Lalaking Bukid is a male-looking mountain situated in Municipality of Basilisa and known also as Mount Unib.
Singsing Festival – a street and contemporary dance presentation which preserves the uniqueness, culture, tradition and teaching of the association, PBMA, Inc. It encompasses the way of life of the people in the locality portraying brotherhood, unity and missionary works. The ring (singsing) symbolizes the identity of the PBMA members founded by Ruben Edera Ecleo, Sr.
The Miracle of the South – the official book which contains the life and times of the local hero including his ancestors, birth, boyhood, schooldays, first missionary works, miracles, mysteries, as spiritual doctor, founder, leader, politician, family man, public servant, economic provider, educator, and a visionary. The book also contains the history of Cab-ilan Islands, Puyange, Dinagat islands and San Jose.
History – refers to an account of events happened in the past.
Teachings – refers to ideas and principles.
Philosophy – pertains to the study or creation of theories about basic things such as the nature of existence, knowledge, and thought, or about how people should live.
Section 4. Hero Declaration. It is hereby declared in this ordinance for Ruben Edera Ecleo, Sr. as the Local Hero of the Province of Dinagat Islands; as such he shall be given the respect, honor and recognition due to him by all Dinagatnons; his name shall then bring honor and prestige to national and international community from generation to generation.
Section 5. There shall be a Legacy Marker in honor of the local hero. – A legacy marker shall be established at the Provincial Capitol. It is an inscription of the life of our local hero, Ruben Edera Ecleo, Sr. stated as follows:

RUBEN EDERA ECLEO, SR.
(December 9, 1934-December 20, 1987)
Ruben Edera Ecleo, Sr. was born from a humble family on December 9, 1934 in Cab-ilan, Municipality of Dinagat.
Hone academically in Don Jose Ecleo Memorial Educational Foundation (and graduated the Degree Bachelor of Arts) in 1985, he shared thirty two years of his life with his spouse, the beautiful Glenda Oliveros Buray and were blessed with nine broods namely: Rico, Ruben Jr., Glorigen, Gracelyn, Benglen, Allan I, Allan II, Geraldine “Jade”, and Gwendolyn.
An epitome of visionary and undaunted leader, his works were kindness, his deeds were love for he believed that where there is great love there are always miracles;
Possessing phenomenal gift for healing at young age, he cured thousands of people with diverse illnesses;
A great missionary who founded the Philippine Benevolent Missionaries Association, Incorporated (PBMA, Inc.) in 1965 in his eagerness to promote national and international peace, unity, and progress through mutual friendly relations with all nations;
He envisioned unity for all Dinagatnons congregated in a place where socio-political, economic and sustainable development emanate;
One of his visions being realized is the rise, in this very site, of the Dinagat Islands Provincial Capitol , the seat of the Provincial Government;
An icon of greatness, where his perseverance courage and keenness for success inspire the people who have worked with him;
His works are enshrined in everyone’s hearts, people were his world, and countless noteworthy deeds were devoted to his name;
A strong believer that a good leadership should be both professional and personal;
Named “South’s Mysterious Superstar” by WHO Magazine in 1980, avowed as the Plenipotentiary of the Knights of Malta and once upon a time had become the President of the Mayors’ League of the Philippines, in Region X; and
Adjudged as the Most Outstanding Mayor of the Philippines in 1969, and through his relentless effort, San Jose was once declared the Most Outstanding Barangay of the Philippines.
RUBEN EDERA ECLEO, SR. lived life to the fullest. He is the embodiment of authenticity, integrity and compassion. To everyone who knew and loved him, his legacy will remain forever
Section 6. Other Purposes. In honor of the Local hero, Ruben Edera Ecleo, Sr. the following shall be observed/recognized in the province:
Ruben Edera Ecleo, Sr. Day. – There shall be an official memorable and significant day set for celebration which falls on December __, each year. The activities which will form part of the whole celebration cover from December 21 to December 24;
“Adlaw sa Pasidungog” (A Day Giving Honor). – The name of the day for celebration honoring the local hero shall be known and cited as “Adlaw sa Pasidungog”;
Feast of Don Ruben. – is a festivity which consists of series of activities during the celebration of the “Adlaw sa Pasidungog”;
The Miracle of the South. – The history of the life and times of the local hero entitled, “The Miracle of the South” shall be the official book for research and study of facts and events. It includes the story of his ancestors, birth, boyhood, schooldays, first missionary works, miracles, and mysteries as a spiritual doctor, a founder, a leader, a politician, a family man, a public servant, an economic provider, an educator, and a visionary. The book also contains the history of Cab-ilan Islands, Puyange, Dinagat Islands and San Jose;

Section 7. Funding Allocation. Through an ordinance, the Sangguniang Panlalawigan shall appropriate funds for the celebration of the Local Hero.
Section 8. Separability Clause. Any provision or part thereof which is inconsistent with any existing laws shall not affect the whole ordinance.
Section 9. Repealing Clause. All ordinances which have the same content and purpose shall be repealed and modified accordingly.
Section 10. Effectivity. This ordinance shall take effect immediately after its approval.

REQUESTING THE DEPARTMENT OF EDUCATION, SCHOOLS DIVISION OFFICE, DINAGAT, DINAGAT ISLANDS TO EVALUATE THE BOOK OF THE LIFE AND TIMES OF THE LOCAL HERO ENTITLED, “THE MIRACLE OF THE SOUTH” TO BE INCLUDED IN THE CURRICULUM FROM KINDERGARTEN, ELEMENTARY TO HIGH SCHOOL.
WHEREAS, the province has declared Hon. Ruben E. Ecleo, Sr. as the local hero of the Province of Dinagat Islands;
WHEREAS, there is a book authored by Mr. Antonio B. Acabal on the life and times of the local hero entitled, “The Miracle of the South”; and
WHEREAS, it is but proper and fitting that the life of the local hero worthy of emulation by all the people shall be taught as part of curriculum in kindergarten, elementary, then up to high school and even college level.
NOW THEREFORE, on motion of Board Member Ronald O. Luib, Sr., and unanimously seconded be it resolved as it is
RESOLVED, TO REQUEST AS IT IS HEREBY REQUESTED THE DEPARTMENT OF EDUCATION, SCHOOLS DIVISION OFFICE, DINAGAT, DINAGAT ISLANDS TO EVALUATE THE BOOK OF THE LIFE AND TIMES OF THE LOCAL HERO ENTITLED, “THE MIRACLE OF THE SOUTH” TO BE INCLUDED IN THE CURRICULUM FROM KINDERGARTEN, ELEMENTARY TO HIGH SCHOOL.
