The Firepower of the Barangays


A bloodline of a public servant inherited from her father’s wisdom and love to humanity, Barangay Captain Elmie M. Olaco, President, Liga ng mga Barangay and an Ex-Officio Member of the 5th Sangguniang Panlalawigan, raised her flagship on her political sojourn the firepower of the 100 barangays in the entire province of Dinagat Islands.


Her father, Gabriel Mabolis, a former barangay captain in Wilson, Dinagat, Surigao del Norte, and her husband Ricardo E. Olaco, a former barangay captain in Wilson, San Jose, Dinagat Islands, had their chain effect of molding her political leadership, character and determination.


The firepower emerged from a humble beginning during the reigning years of then Congresswoman Glenda B. Ecleo, who brought various programs and projects in Dinagat Islands from international counterparts like IFAD, MINSSAD, JICA, World Bank and other funding institutions.


Elmie was a Community Organizer known as Local Community Organizer Volunteer (LCOV), and then she became a president, representing women’s sector in 2009.


Her political prowess hastened when she became a Barangay Captain in Wilson after the terms of office of her husband was ended in 2010.


A cause for serving the people brought her to the epitome of higher echelon of recognition. She became the President of the Liga ng mga Barangay in 2019, and serving the entire province is quite burdensome on her part while serving her people in the barangay and received higher achievement award in both local, regional and national level.


She received Gawad Kalasag Award, 3rd Placer Awardee in 2019, for Wilson Learning Center, the only learning center in the province, first place in both provincial and regional level. She also awarded as the Most Outstanding Barangay Captain of the Philippines for KALAHI Implementation.


Ex-Officio Board Member Elmie M. Olaco on her advocacy for environmental protection sponsored numerous measures to empower barangay captains to protect watersheds and forest from slash burn, kaingin system and other inimical to the destruction of environment in their respective area of jurisdiction.
